Because there are certainly better ways to qualify companies who can take on projects, especially high risk ones.  There's too much ambivalence about what kind of IT positions need to be certified and what kind of work needs to be accounted for.   Also IT is a multi-disciplinary industry: coding or systems integration aren't just IT. It consists of design, visual and system alike, project management, marketing, sales, etc, etc. Are you going to shut out everyone just because they don't have that IT qualification? Skills & past work don't matter? Someone is not thinking clearly & thoroughly or they have vested interest.
